Description: 

We currently rely on external scanners to detect broken links, but experience shows these tools lead to false negatives. Integrate a module to accurately scan and detect broken links. Possible candidate: https://www.drupal.org/project/linkchecker

Re-opening this ticket to do some more work. The additional work consists in opening up the broken link interface to wiki editors so they can themselves directly correct the broken links to avoid centralized bottlenecks in the workflow.
