We noticed that some number of edoovillages don't have pictures. It's important for transparency reasons to ensure that all edoovillages have pictures.
One thing we do in our local region is to always ask for pictures right at the moment the edoovillage is registered. These are pictures of the school (even before the laptops are delivered). To manage this part we use the edoovillage semaphore: the semaphore starts in red, which means that no laptops can be contributed to that edoovillage until initial pictures of the school are uploaded to the edoovillage photo album. Once the pictures are uploaded, then the semaphore can move to orange, which means that the first laptops can be delivered. Once laptops are deployed, a second batch of pictures of the laptops and the school need to be uploaded, and then the semaphore can now go into green. Please follow this workflow to ensure all edoovillages have pictures so the donors see where their laptops are being deployed.

in the theory you are right, but what to do, if refugee projects in general do never send in pictures as the refugees are afraid of repression and for that reason never allow pictures to be taken? What is the national law forbids to publish pictures of the children? Or the school needs a written allowance of the parents of each child? Or if you send a request for pictures several times and none was sent? Or if a pdf document was sent containing pictures, so you upload the pdf with photos as a document, but not as pictures to the scrapbook?
I am handling most Labdoo projects (570) in nearly every country. And as a German I am used to follow rules ;) But there is real life and there are rules. Hopefully many edoovillage will send-in pictures. But you will never get 100%.

Thanks so much for the reminder. Pictures are really the best way to help edoovillage proof its existence and it is also the best way to thank generous laptop donors instead of returning with a cold donation receipt.
Each edoovillage created is endorsed by a hub manager. The evaluation methods may vary from hub to hub, but I am sure all hubs treasure their laptop resources. In my hubs, for those special edoovillages which have problems providing pictures when it first created, I will try to remember to take pictures before the first dootrip and upload. And I will not change the semaphore color until the feedback from the dootrippers.
As one of the Labdoo policies, we recommend no more than 2 laptops for the first dootrip on the newly created edoovillages, that's another safe net we closely follow in California to minimize the chance for the Labdoo laptops falling into the wrong hands. The semaphore at the edoovillage page also helps a lot for us to make a better judgement when we have extra resources to support other edoovillages which are not monitored under our hub.

Just a brief coment, if the kids cannot be shown in pictures - as it hapened to us also in one of the tutored minors center- they could instead send pictures of the building, the IT classroom and the managers whith no kids, would that be good enough for this special cases?
