Ensuring it's clear when a hub is closed

Recently Ralf brought up the point that some times even if a hub is marked as closed, users still try to contact that hub because it's not obvious to see that the hub is closed. This task is about adding a big sign on the dashboard of a hub that is closed clearly indicating such state. See below conversation exchanged with Ralf.

Some hubs got also in their name the word "GESCHLOSSEN (Closed)". That was already done by Frank and me in many cases. But your suggestion is visually great.

We should also ask Frank, as he has also some closed places?
